Human Staff or Supervisor only. Current deciding-profile and served-queue authority is checked. Results are ordered by occurredAt and eventId and may include requester notes, opaque actor references, outcomes, staff reasons, or cancellation reasons according to the event kind. They never expose requester or raw actor identity.
