## Description

Preview or record an operator marking of one pending source attempt as uncertain. Only a pending attempt whose execution lease has expired can be marked, for an attempt the actor who started it cannot recover. The command connects with the migration database credential. Apply changes the attempt and its work item and records the decision, naming the decider and the attempt's original actor, in the work item's history in one transaction; settle the attempt afterwards.
